New Zealand’s deceptively simple but effective program to improve public services New Zealand has long been considered at the forefront of public administration, experimenting with new ways of organizing and delivering public services. Even so, successive New Zealand governments had mixed results from using traditional public management tools to lift the performance of the public service and address persistent problems that required multi-agency action. In 2012 the government decided to try something different. As part of a reform package called Better Public Services, the government challenged the public service to organize itself around achieving just ten results that had proven resistant to previous interventions. The plan was deceptively simple: set ambitious targets and publicly report on progress every six months; hold small groups of public managers collectively responsible; use lead indicators; and learn from both success and failure. This book explores how and why the New Zealand government made progress and how the program was able to create and sustain the commitment of public servants and unleash the creativity of public entrepreneurs. The authors combine case studies based on the experience of people involved in the change, together with public management research. They explain how ambitious targets and public accountability were used as levers to overcome the bureaucratic barriers that impeded public service delivery, and how data, evidence, and innovation were used to change practice. New Zealand experimented, failed, succeeded, and learned from the experience over five years. This New Zealand experience demonstrates that interagency performance targets are a potentially powerful tool for fostering better public services and thus improving social outcomes.

The study developed a results framework to analyze Rwanda’s progress towards selected CAADP/Malabo, SDGs and Agenda 2063 goals. A Computable General Equilibrium model linked to an income distribution Micro-Simulation model were used to identify priority investment areas for accelerated agricultural growth, poverty and inequality reduction. The current investment trend simulated in the baseline scenario would leave Rwanda off-track to meet these objectives. The analysis of alternative agricultural investment scenarios shows that enhancing the role of the private sector in agriculture will be critical in curbing supply side constraints. The government plays a central role by creating an environment and making the sector more attractive to private investors. Developments outside of the agricultural sector and social protection will be critical to further reduce poverty. Productivity remains one of the major challenges but also one of the most effective solutions for accelerated agricultural growth in Rwanda. Agricultural investments should be designed considering the agricultural value-chain.

The growing interest in multiple commitments among researchers and practitioners is evinced by the greater attention in the literature to the broader concept of work commitment. This includes specific objects of commitment, such as organization, work group, occupation, the union, and one's job. In the last several years a sizable body of research has accumulated on the multidimensional approach to commitment. This report present a quantitative assessment of the total greenhouse gas (GHG) emissions mitigation impact in 2020 of current non-state climate action. Its focus is initiatives with the potential to be large scale. The report predicts that over the next few years, new targets for the post 2020 period will be agreed by existing and new members of initiatives. Thus any quantification now for post 2020 would likely lead to an underestimate of the contribution from initiatives. The total calculated impact represents the GHG emission reduction and takes into account overlaps between initiatives. It also estimates to what extent the emission reductions are additional to those achieved through climate action of national governments.
