This book examines the treatment of culture and development in the discipline of economics, thereby filling a conspicuous gap in current literature. Economics has come a long way to join the ‘cultural turn’ that has swept the humanities and social sciences in the last half century. This volume identifies some of the issues that major philosophies of economics must address to better grasp the cultural complexity of contemporary economies. This book is an extensive survey of the place of culture and development in four theoretical economic perspectives—Neoclassical, Marxian, Institutionalist, and Feminist. It is a wide-spread belief that the cultural background inhered in a society affects the requirements of economic development. This relationship requires theoretical and empirical justification. The present book provides this together with an analysis of the development of cultural background itself. Cultural background is embodied in political institutions, in transactions, knowledge, incentives, in social capital, even in the tangibles of the economy. Thus, economic development is shaped and the rate of growth is affected. Conversely, economic development affects cultural background. When this interaction takes place at a non-developmental cultural background level, which is associated with low growth rates, then a growth trap is formed. Within such a growth trap, economic policy (public and monetary) is relatively deactivated and the conditions influencing the change in cultural background and its timing are of primary importance.

The origin of this special issue of The Annals lies in a conference on the interaction between economics and other disciplines held under the auspices of the Society for the Advancement of Behavioral Economics at San Diego State University. One example of fruitful interaction between economics and other disciplines is found in the study of economic development and cultural institutions such as language, prescribed gender roles, and ethnic identity. The articles in this volume offer fresh perspectives on the possible effects of cultural institutions on economic performance and politics. Many of the articles also investigate reasons why particular institutions arise and, in particular, how economic development affects cultural institutions. This issue of The Annals offers new perspectives on various aspects of culture related to politics and the economy, including democracy, corruption, women's rights, wedding expenditures, and ethnic cleansing. The articles show that the analyses of economists can be useful in these new areas of application. To the extent that these are empirical analyses, research by economists does not necessarily differ from that performed by political scientists or sociologists studying similar issues. Some of the contributions to this volume show that some ideas found in economic theories, even though they were developed in the West, are applicable universally and can help us understand cultural institutions. While the articles in this collection indicate that applying economic analysis to the study of culture is a productive avenue for research, this special issue raises more questions than it answers. We are still very far from understanding why cultures differ so dramatically. There is room for much further research into the multiple interrelationships between various economic, political, and cultural institutions. In this endeavor, we may benefit not only from more economic analysis but also from sociological and anthropological analysis and from cooperation between disciplines. We also need more studies of investments in cultural capital by individuals, firms, families, and other groups, in part because such studies can help up design strategies and policies that work effectively to promote economic and social development. It is hoped that this volume of The Annals reveals the inevitability of dealing with cultural differences between countries and cultural changes over time.

foreword by Lester Thurow Per capita income in Singapore has gone from $500 to more than $20,000 in a little over twenty-five years. Edgar Schein, a social psychologist with a long and celebrated research interest in organizational studies, examines the cultural history of the key intstitution that spawned this economic miracle. Through interviews and full access to Singapore's Economic Development Board (EDB), Schein shows how economic development was successfully promoted. He delves into the individual relationships and the overall structure that contributed to the EDB's effectiveness in propelling Singapore, one of Asia's "little dragons" into the modern era. In his foreword, Lester Thurrow locates Schein's organizational and case-specific account within a larger economic and comparative framework. Over a period of two years, Schein studied how the EDB was created, the kind of leadership it provided, the management structure it used, the human resource policies it pursued, and how it influenced other organizations within the Singapore government. Schein sat in on EDB meetings and extensively interviewed current and former members of the board, Singapore's leaders who created the board, and businesspeople who have dealt with the board. Economists have either avoided or struggled with the concept of culture and its role in economic development. Although a few theoretical works -- and even fewer empirical studies -- have appeared in the past decades, this paper tries to build on a multidisciplinary approach to review the evidence on whether and how culture matters for development. Over the last 30 or 40 years a substantial literature has grown up in which the tools of economic theory and analysis have been applied to problems in the arts and culture. Economists who have surveyed the field generally locate the origins of contemporary cultural economics as being in 1966, the year of publication of the first major work in modern times dedicated specifically to the economics of the arts. It was a book by Baumol and Bowen which showed that economic analysis could illuminate the supply of and demand for artistic services, the contribution of the arts sector to the economy, and the role of public policy. Following the appearance of the Baumol and Bowen work, interest in the economics of the arts grew steadily, embracing areas such as demand for the arts, the economic functions of artists, the role of the nonprofit sector, and other areas. Does culture matter? This question has taken on added significance since fundamentalist revivalism has recently gained ground in different parts of the world. The old controversy between Max Weber and Karl Marx, which centres around the extent to which cultural factors such as social norms and values affect economic growth is of critical importance, particularly because of its policy implications. Indeed, if culture is not an autonomous factor susceptible to influencing economic realities, it should not matter and public authorities can dispense with thinking about cultural interventions. On the other hand, if culture does have a real impact, the question arises as to whether it is conducive or detrimental to economic growth, political liberalization, and the emancipation of individuals among other things. Culture, Institutions, and Development addresses this debate at a concrete level by looking at five important issues: the role of tradition and its influence on development; the role of religion, with special reference to Middle Eastern countries; the role of family, kinship, and ethnic ties in the process of development; the relationship between culture and entrepreneurship; and the relationship between culture and poverty.
