The purpose of this report is to identify the issues that policy makers and practitioners ought to consider when formulating and establishing social policies and services for young children. The six chapters included are grouped according to three parts. Part 1 describes the context of social and family environments for children living in the United States and European countries, stressing the changes directly brought about in children's lives and indirectly reflected in the definition of their educational needs. Part 2, the main body of the report, reviews several topics which have importance to the greatest number of member countries in the Organization for Economic Cooperation and Development and which constitute the common denominator in professional controversy and political debate on early childhood issues. Five such topics are discussed: the cost and financing of services for children, quality versus quantity of services, centralized versus decentralized models of service, professionals' versus parents' services, and public organization of services versus private service initiatives. Finally, Part 3 indicates likely trends that may guide and explain the choice of policies and practices in the field of early childhood care and education in the future. An article discussing a conceptual framework for the analysis of the economics of early childhood services completes the document. (MP)

Children and young people in care rarely match the academic achievements of their peers and policy and procedures to address this inequality have not yet remedied the problem. Drawing on ideas from social pedagogy, the authors present a new approach - learning placements and caring schools. They show that education and care must be considered integral to both out of home placements and schools. Packed with practice examples, it includes chapters on early childhood education and care, as well as alternatives to school and higher education, covering everything from birth up to the age of 25. It highlights the potential benefits of a range of learning opportunities, from drama and outdoor activities, to bedtime stories and mentoring as well as providing support for teachers in their role as carer. Chapters include key points, case studies, practice points and useful resources. This is a unique evidence-informed practical guide for students and professionals in the fields of social work, social care, psychology and education.

This vital addition to Springer’s ‘Educating the Young Child’ series addresses gaps in the literature on father involvement in the lives of young children, a topic with a fast-rising profile in today’s world of female breadwinners and single-parent households. While the significant body of theoretical understanding and empirical data accumulated in recent decades has done much to characterize the fluidity of evolving notions of fatherhood, the impact of this understanding on policy and legal frameworks has been uneven at an international level. In a field where groups of fathers were until recently marginalized in research, this book adopts a refreshingly inclusive attitude, aiming to motivate researchers to capture the nuanced practices of fathers in minority groups such as those who are homeless, gay, imprisoned, raising a disabled child, or from ethnically distinct backgrounds, including Mexican- and African-American and indigenous fathers. The volume includes chapters highlighting the unique challenges and possibilities of father involvement in their children’s early years of development. Contributing authors have integrated theories, research, policies, and programs on father involvement so as to attract readers with diverse interest and expertise, and material from selected countries in Asia, Australia, and Africa, as well as North America, evinces the international scope of their analysis. Their often interdisciplinary analyses draw, too, on historical and cultural legacies, even as they project a vision of the future in which fathers’ involvement in their young children’s lives develops alongside the changing political, economic and educational landscapes around the world.

Children and young people in care who have been traumatized need a therapeutic environment where they can heal and which meets their emotional and developmental needs. This book provides a model of care for traumatized children and young people, based on theory and practice experience pioneered at the Lighthouse Foundation, Australia. The authors explain the impact of trauma on child development, drawing on psychodynamic, attachment and neurobiological trauma theories. The practical aspects of undertaking therapeutic care are then outlined, covering everything from forming therapeutic relationships to the importance of the home environment and daily routines. The book considers the totality of the child's experience at the individual, group, organization and community levels and argues that attention to all of these is essential if the child is to achieve wellness. Case material from both children and carers are used throughout to illustrate both the impact of trauma and how children have been helped to recovery through therapeutic care. This book will provide anyone caring for traumatized children and young people in a residential setting with both the understanding and the practical knowledge to help children recover. It will be essential reading for managers and decision-makers responsible for looked after children, child care workers such as residential and foster carers, youth workers, social workers, mental health workers and child welfare academics.
